Dybe uenigheder i shipping før historisk IMO-afstemning

Uenighederne vokser i den globale shippingbranche få dage før den internationale søfartsorganisation IMO skal stemme om en ny, historisk Net Zero Framework (NZF), der skal bane vej for klimaneutral skibsfart i 2050.

Syv førende rederiforeninger – herunder fra Danmark, Norge, Japan og Singapore – har udsendt en fælles appel til verdens regeringer om at “skrive historie i London” ved at godkende forslaget. De advarer om, at et nej vil skabe et kaotisk kludetæppe af regionale regler og hæmme investeringer i grøn teknologi.

”Vores branche er global af natur og har brug for globale regler for at håndtere klimaforandringer,” lyder det i erklæringen.

Den nye ramme indeholder forslag om en global CO₂-afgift, brændstofstandarder og en central klimafond, der skal støtte grøn infrastruktur og belønne rederier, som lever op til kravene.

Men modstanden er massiv. En gruppe af nogle af verdens største rederier – herunder John Fredriksens Frontline, Capital Maritime, Angelicoussis Group og Saudi Bahri – advarer om, at planen vil pålægge industrien uoverkommelige økonomiske byrder.

Den amerikanske regering er også imod forslaget og har truet med økonomiske modforanstaltninger over for lande, der stemmer for.

Hvis der ikke opnås konsensus, vil IMO formentlig ty til en sjælden formel afstemning, hvor to tredjedele af de 176 medlemslande skal stemme for.

Resultatet af afstemningen – der ventes i næste uge – kan blive et afgørende vendepunkt for international søfart og dens vej mod klimaneutralitet.
